The book "Ethics Without God" explains why it is logically impossible to base values on power or authority. "Losing Faith in Faith" is the story of a former fundamentalist Christian minister. It is a humorous, well-reasoned account which debunks Christian mythology.

We are approximately at the point of the peak of global oil production at which the continuation of growth becomes impossible. The apparent peak of global oil production was in 2006. Elections, a General Statement

There are many serious barriers to having legitimate elections in the United States:

Massive vote fraud has corrupted at least the last two U.S. presidential elections.

The winner-take-all voting system effectively shuts out any candidates who don't represent the status quo. Legitimate elections require the adoption of proportional representative voting systems for legislative and council elections and instant run-off voting or parliamentary government for single occupant offices.

Campaign financing corrupts the political process. Without campaign spending caps or a fair system of public campaign financing, establishment candidates are essentially bought and paid for by corporate lobbyists. Perhaps candidates should be required to wear race car driver style uniforms emblazoned with the logos of all the corporations and interest groups that finance their campaigns.

Fake debates corrupt the political process. The fake presidential debates this year were limited to Obama and McCain, who are effectively running mates representing the status quo. Other candidates such as Bob Barr, Chuck Baldwin, Cynthia McKinney, Ralph Nader, Gloria LaRiva and Brian Moore were shut out of the debates.

Corporate media corrupts the political process. The establishment media only covers the candidates who represent their narrow perspective. They systematically exclude and marginalize candidates who have a message that challenges the status quo. The corporate media treats elections like horse races and focuses on trivia instead of real issues.

Most basically, democratic elections could only be meaningful and legitimate if votes are cast by an informed electorate. However, in our country, people are thoroughly indoctrinated throughout their lives to have fundamental beliefs that are the opposite of the truth. "Garbage in, garbage out." Voters need to be informed about what is really happening in the world in order to make intelligent, rational decisions about public policy.

Stop the U.S. government's political interference in foreign elections, including the funding of political parties and candidates. Eliminate public funding for the CIA's political front organization, the "National Endowment for Democracy."

Abolish the U.S. Senate. Elect the U.S. House of Representatives by a national system of open party list proportional representation, using a single transferable vote ballot and regional party lists.

Support a national initiative and referendum process, public campaign financing, campaign spending limits, equal time for qualified candidates, open debates including ballot-qualified minor party candidates and verifiable ballots.

The real motive behind 9/11 was to create a false pretext for a previously planned series of military conquests to seize control of the world's major remaining fossil fuel reserves in the face of the peak of global oil production. The underlying issue behind peak oil is overpopulation -- the unsustainability of the world's current human population. The current human population of the Earth is about 6.7 billion people. At current growth rates, that population is projected to increase to 9 billion by 2050. However, the estimated sustainable human carrying capacity of the Earth is somewhere between one to two billion people. A temporary abundance of cheap fossil fuels (primarily petroleum) has enabled the human race to greatly exceed its sustainable population level for a short period of time -- a "petroleum bubble." Financial Crisis, a General Statement

The modern industrial world economy is not sustainable. We have passed the limits to growth. There are too many people in the world today consuming and wasting too much for the Earth to support. This problem is most severe in the United States. The United States has the second highest per capita ecological footprint (impact) of any nation (9.4 hectares per person). According to the World Wildlife Foundation's "Living Planet Report, 2008" the US has an ecological footprint about twice its carrying capacity. About 5% of the world's population lives in the United States, but the US accounts for 25% of global consumption and carbon dioxide emissions. The "American way of life" that George H.W. Bush said is "not negotiable" is made possible by extracting the wealth of other nations through imperialism.

Human population has grown by 4 billion since the "Green Revolution" started in 1950, using petrochemical fertilizers, pesticides, and hydrocarbon fueled irrigation to increase grain production by 250%. With the peak of global oil and natural gas production, these agricultural techniques cannot be sustained. A 2009 report from the Department of Energy projected that global production of all liquid fuels, including oil, will drop by 2030 to about half of what it is today, while demand continues to rise.

Achieving a sustainable human population requires both a reduction in global birth rates substantially below replacement level and a radical restructuring of our way of life to reduce our ecological impact. We must move away from our energy intensive, mass consumption, automobile centered economy and destructive meat-based diet. We need to shift away from globalization toward decentralization, voluntary simplicity, a low-energy economy using appropriate technology and renewable resources, alternative transportation, and a plant-based diet.

About ten billion animals are slaughtered for food each year in the United States. Factory farming means intense crowding of animals in cages or stalls with unsanitary conditions, methodical mutilation, and total disruption of natural behavior of animals who are pumped full of hormones, antibiotics and drugs. Cattle, pigs, chickens, and goats are not the property of humans.

According to the Vegetarian Society of Colorado (www.vsc.org/), livestock agriculture is the leading cause of water pollution, dumping billions of tons of manure into the U.S. water supply each year. This industry uses more than half the land area of the United States and hundreds of billions of gallons of water every day. The U.S. uses more than twice as much energy per capita for food production as less industrialized nations use for all purposes.

Raising livestock causes billions of tons of topsoil erosion each year. About half of the United States' total available agricultural soil has eroded in the past 150 years. Over 300 million acres of public land is used for livestock grazing in the U.S., subsidized by taxpayers. Conversion of land to cattle grazing is the primary cause of deforestation, with 50 to 100 acres of rain forest lost per minute worldwide.

Agriculture accounts for 40% of water consumption in the U.S., with about 80% of that being used for animal products. By comparison, all personal water consumption by private individuals amounts to just 5% of water use.

Livestock agriculture contributes to global warming through both deforestation and methane production. Methane is more than 21 times as potent as carbon dioxide for trapping the heat from sunlight. Livestock agriculture is the number one source of methane, producing more than 100 million tons of emissions worldwide per year.

Sixteen pounds of grain are needed to produce one pound of beef. In many Third World nations, grain that could feed starving people is instead fed to livestock for export.

Balkans

U.S. led NATO forces bombed civilian targets in Serbia and Kosovo for 78 days in 1999.

The U.S. sought to dismember Yugoslavia and privatize its state-run industries and financial sector. The 1991 Foreign Operations Appropriations Act mandated that Yugoslavian provinces would lose U.S. financing unless they seceded. The U.S. funded separatist movements in Slovenia, Croatia, Bosnia, Macedonia and Kosovo, backing fascist elements in a strategy of divide and conquer.

Bill Clinton labeled Milosevic "a new Hitler," but supported Bosnian President Alija Izetbegovic (a World War II Nazi war criminal) and Croatian President Franjo Tudjman, whose book, Wastelands of Historical Truth, praised Hitler and advocated genocide.

The Kosovo Liberation Army (KLA), identified as a terrorist organization by the State Department and a major heroin trafficker by Europol, was financed and trained by Osama bin Laden's network and the CIA.

From March 24 to June 10, 1999, NATO dropped 20,000 tons of explosives on Yugoslavia, bombing television stations, factories, power plants, fuel and water supplies, sewage treatment plants, public housing, warehouses, agricultural facilities, bridges, railways, daycare centers, hospitals, schools, and a convoy of Albanian refugees. NATO commander Wesley Clark said the goal was to "demolish, destroy, devastate, degrade, and ultimately eliminate the essential infrastructure" of Yugoslavia.

The U.S. dropped cluster bombs on Yugoslavia and exposed millions of people to cancer-causing depleted uranium. Unexploded cluster bombs scatter as land mines that dismember children who pick them up. NATO used toxic nerve gas, black napalm, sterilization chemicals and sprays to poison Yugoslav crops. NATO forces devised the technique of bombing a civilian target, waiting fifteen minutes, and then bombing again to kill rescue workers.

FEMA and Hurricane Katrina

The flooding of New Orleans would probably not have occurred if the Bush Administration hadn't diverted funding mandated for levy repair under the Southeast Louisiana Urban Flood Control Project to spend it instead on the U.S. military conquest and occupation of Iraq and on Homeland Security projects in Wyoming and Oregon.

Despite President Bush's assertion that nobody could have "anticipated the breach of [New Orleans] levees," it had been anticipated by a major Scientific American study, "Drowning New Orleans," in October 2001, by a National Geographic study in October 2004, and by an extensive analysis published by the New Orleans Times-Picayune in June, 2002.

FEMA had a disaster plan for a major hurricane hitting New Orleans, but did not implement it. The Director of Homeland Security did nothing for three days.

FEMA refused an offer by AMTRAK to evacuate New Orleans residents, turned away firefighters, and urged first responders not to respond. While residents of New Orleans were drowning, FEMA made 1,000 firefighters -- who expected to be deployed for response to the disaster -- take a "sexual harassment course" in Atlanta, where they learned that they were, in fact, there to be trained as FEMA public relations officers to pass out fliers.

In New Orleans, FEMA took over control of the disaster response operation from state and local authorities. Then they deliberately cut the city's communication lines, withheld aid, and blocked the delivery of food and bottled water by non-governmental relief efforts. FEMA turned back Wal-Mart supply trucks, would not allow the Red Cross to deliver food, blocked a 500-boat citizen flotilla delivering aid, and refused deliveries of generators and communications equipment. Reporters on the scene said that New Orleans had plenty of food and emergency personnel available, but survivors were not receiving the help they needed.

Guns, a General Statement

I have mixed feelings about the gun issue. I am neither pro-gun nor pro-gun control. I don't like guns. I have never owned or fired a gun. I think there a lot of bad arguments that have been used on both sides of the gun issue. However, the Second Amendment is part of the Bill of Rights. I believe most gun control laws are unconstitutional. Moreover, I am more concerned about getting guns out of the hands of the government than I am concerned about getting them out of the hands of private citizens. There is at least a theoretically valid argument for the Second Amendment as a citizen defense against government tyranny.

If I were an elected official, I would probably vote with the NRA most of the time, but I would not be carrying legislation for them, and I probably wouldn't be going out for dinner and drinks with their lobbyists.

"Home Run" remote control technology was developed in the 1970s. This technology was designed to make it impossible to hijack airliners. However, this technology was most likely used by rogue intelligence operatives on 9/11/01 to remotely pilot three Boeing aircraft into the World Trade Center and the Pentagon. Properly used remote control technology under the civilian authority of the FAA could be used to prevent future hijackings.

The men the FBI identified as piloting hijacked airplanes on 9/11 were described by their flight instructors as incompetent to fly crop dusters. None of them had ever flown a jet. BBC reported that several of the 19 alleged hijackers were still alive after 9/11. No airport video or other credible evidence placed any of them aboard the flights. Hani Hajour probably couldn't pilot a Boeing 757 through a spiral dive, losing 7,000' and turning 270 degrees in 2.5 minutes, but a flight computer can, using remote piloting technology. Flight 77 crashed into the only section of the Pentagon that was under construction to reinforce it against missile attacks, thereby minimizing military casualties. Crashing a plane into the roof would have much easier and would have resulted in far more casualties.

The Pentagon had the world's most advanced anti-missile defenses. No airplane or missile could have struck the Pentagon without being shot down unless it was broadcasting an Air Force "friendly transponder" signal.

If standard operating procedures for Air Force interception of commercial airliners that stray from their designated flight paths had been in effect on 9/11, none of the hijacked airliners could have ever made it to their intended targets (10-20 minutes was standard and occurred 67 times in 2001 before 9/11/01). However, standard operating procedures were changed by the Bush Administration to prevent such interceptions, and all authority for coordinating response to terrorist attacks was transferred to Vice President Dick Cheney.

Making Our Homeland More Secure

The best way to protect our freedom is to respect civil liberties and the rule of constitutional law. The United States today is in the grip of political fascism. This has become an authoritarian police state. We need to vastly reduce the power and authority of the president, the military, the FBI, the NSA, and the police. The role of the armed forces must be strictly limited to defense, and the military budget should be cut by at least 90% immediately. A non-offensive defense system could include a military component, but it should also include training of civilians in tactics of nonviolent resistance and noncooperation (social defense). The United States has the heaviest concentration of guns in the hands of private citizens. "Second Amendment Defense" can be part of a total non-offensive defense strategy. The biggest threat to our security is our own government. Americans must be prepared to defend their nation against their government.

Recommendations of the 9/11 Commission

The real purpose of the 9/11 Commission was to cover up the truth about what really happened on 9/11. The report they produced was a falsification of history. Read David Ray Griffin's book: "The 9/11 Commission Report: Omissions and Distortions." It thoroughly debunks the commission's account of events. The 9/11 Commission was created under pressure from victims' families after President Bush blocked a Congressional inquiry for 441 days. Bush initially appointed war criminal Henry Kissinger to chair the commission. Senator Max Cleland, the only commission member without serious conflicts of interest, resigned and called for a real investigation. David Ray Griffin's book, "The 9/11 Commission Report: Omissions and Distortions," shows that the commission ignored most questions raised by victims' families and excluded every fact that contradicted the official story.

I support a real investigation into 9/11 and prosecution of the real criminals who were responsible for the 9/11 false flag operation, including Dick Cheney, George W. Bush, Donald Runsfeld, and Paul Wolfowith, among others.

Radical Fundamentalism

A radical is someone who goes to the "root" of a problem. A radical is "a person who advocates fundamental political, social, and economic reforms." I am a radical.

Fundamentalism traditionally refers to movement in Christian Protestantism which "stresses the infallibility of the Bible not only in matters of faith and morals but also as a literal historic record." Fundamentalism can also refer to strict adherence to any set of basic ideas and principles.

I am an atheist. I understand that religious fundamentalism is nonsense. However, people do have a fundamental right to frredom of thought, religion and philosophy, speech, and conscience.

I support the separation of church and state and the first amendment right to freedom of speech and religion. The proper way to overcome extreme or false beliefs is through education, not authoritarianism.

I adamantly oppose the anti-Constitutional "Homegrown Terrorism Prevention Act," which eliminated the First Amendment freedom of speech, with nearly unanimous support from both houses of Congress.

War on Terror, a General Statement

There is no "war on terror." The United States government is the number one purveyor of terrorism throughout the world. As historian Michael Parenti has documented: "From 1945 to 2000, the U.S. government attempted to overthrow more than 40 foreign governments, and to crush more than 30 populist movements struggling against oppressive regimes. Recent decades have been marked by the U.S. waging devastatingly one-sided wars against small, weak, impoverished nations while filling the media with propaganda designed to inflame war fever."

The U.S. has supported death squads and dictatorships in El Salvador, Nicaragua, Guatemala, Honduras, Chile, Indonesia and many other nations. The people of Panama, Haiti, Laos, Angola, Mozambique and Yugoslavia have been subjected to massive terrorist attacks by the United States.

The U.S. now has troops in more than 150 nations, with more than 369,000 of the United States' 1.4 million active duty troops stationed in foreign countries. Why should the United States rule the world?

As of January, 2008, the U.S. had about 5,400 nuclear warheads, enough to destroy all life on Earth.

Annual global U.S. arms sales reached $36.9 billion in 2000. By 2002, the U.S. had given $240 billion in military aid to train, equip, and subsidize 2.3 million troops in more than 80 countries, including many military dictatorships. This military aid is used to suppress political dissent. The federal budget for Fiscal Year 2009 includes $1,449 billion for past and present military expenditures, plus the military portion of the national debt. (See www.warresisters.org/pages/piechart.htm for details.) This accounts for 54 percent of federal income tax dollars. The United States' current expenditures for the Department of Defense ($653 billion) plus nuclear weapons ($19 billion) is equal to the military spending of the next 15 highest nations combined. Dick Cheney and other people who became top Bush Administration officials were involved in the Project for a New American Century (PNAC). Their September, 2000 report "Rebuilding America's Defenses" said that: "advanced forms of biological warfare that can target specific genotypes may transform biological warfare from the realm of terror to a politically useful tool." In 1996, Dr. Vivienne Nathanson, the British Medical Association's Head of Science and Ethics reported to a conference of the World Medical Association that ethnically targeted genetic weapons are now possible.

Genetic weapons would use small variations in DNA that distinguish individuals from different ethnic groups. Thom Hartmann's article, "The Genetically Modified Bomb," published on September 10, 2003 by CommonDreams.org explained: "There are numerous genes for the various components of what we call race -- hair color and texture, skin and eye color, eye and nose shape, predispositions or immunities to disease like Sickle Cell Anemia or Tay-Sachs, and the like."

These small genetic variations could be used, at least in theory, to bioengineer viruses or bacteria that would kill people with a specific genotype. As Hartmann wrote: "Imagine a bomb that only kills Caucasians with red hair. Or short people. Or Arabs. Or Chinese. Now imagine that this new bomb could be set off anywhere in the world, and that within a matter of days, weeks, or months it would kill every person on the planet who fits the bomb's profile, although the rest of us would be left standing. And the bomb could go off silently, without anybody realizing it had been released -- or even where it was released -- until the victims started dying in mass numbers."

I oppose the racist scapegoating of immigrants. In 1953, the CIA and British intelligence carried out a military coup against the democratically elected government of Iran in order to seize control of the nation's oil supply. Today, history is about to repeat itself as the U.S. positions itself to take over Iran again in another grab for their oil.

In 1953, the U.S. installed the brutal, fascist dictatorship of the Shah in Iran, sponsoring his repressive SAVAK security forces until the 1979 revolution. Iraq Policy

During the George H.W. Bush and Clinton Administrations, the United States and its coalition partners were responsible for the murder of somewhere between two to three million people in Iraq through the combined effects of military attacks, systematic destruction of Iraq's infrastructure, blockade, invasion and occupation. Prior to Iraq's invasion of Kuwait, Saddam had been a key U.S. ally. Saddam's party was installed in power through a CIA-sponsored military coup. The U.S. government armed and supported Saddam Hussein's brutal dictatorship until 1989, providing many of the raw materials and plans for Iraq's biological and chemical weapons programs. The current administration has been responsible for the murder of more than 1.2 million more Iraqi people. George H.W. Bush, Bill Clinton, and George W. Bush must be tried, convicted, and sentenced appropriately for their capital crimes against the people of Iraq.

All U.S. troops must be withdrawn from Iraq immediately and permanently and the people responsible for the U.S. military conquest and occupation of Iraq must must be tried and convicted of war crimes.

Afghanistan, a General Statement

CIA intervention in Afghanistan from 1979 to 1999 created a war that destroyed President Taraki's reformist government, induced Soviet intervention, killed more than a million Afghans, and trained an army of terrorists, including CIA operative Osama bin Laden. The history of this intervention is explained in the books "The Terrorism Trap: September 11 and Beyond" by political analyst Michael Parenti and "Rogue State: A Guide to the World's Only Superpower" by investigative journalist William Blum.

On July 3, 1979, President Carter instructed the CIA to provide military aid to Islamic fundamentalist terrorists in Afghanistan to overthrow the moderate socialist government.

The U.S. provided military aid to Gulbuddin Hekmatyar, the head of the Islamic Party, whose "followers first gained attention by throwing acid in the faces of women who refused to wear the veil." The Washington Post stated: "a favorite tactic" of these terrorists was "to torture victims by first cutting off their noses, ears, and genitals, then removing one slice of skin after another," producing "a slow, very painful death."

When President Carter issued his executive order authorizing intervention in Afghanistan, National Security Advisor Zbigniew Brzezinski offered his opinion that "this aid was going to induce a Soviet intervention." Six months later, following the assassination of President Taraki, the Soviets intervened.

In September 1979, Hafizulla Amin, a CIA operative within the Taraki government seized power in a coup. He executed Taraki, ended the reforms, and killed, imprisoned or exiled thousands of Taraki's supporters as he began to create a fundamentalist Islamic theocracy. Within two months, Amin was deposed by supporters of the PDP.

The PDP government asked the Soviets to help them fight CIA mercenaries.

The US and Saudi Arabia spent about $40 billion to fund the war in Afghanistan. The CIA recruited, supplied, and trained nearly 100,000 terrorists.

Taliban & Radical Islamic Jihadists

The Soviets left Afghanistan in February 1989. The PDP government fought CIA mercenaries until it fell in 1992. When the mujahideen took over, they fought among themselves. They ravaged Afghanistan, conducted mass executions, closed schools, and raped thousands of women and girls. Amnesty International reported that they used rape as "a method of intimidating vanquished populations and rewarding soldiers." The CIA-backed mujahideen ordered farmers to grow opium poppy. Arundhati Roy reported in The Guardian that "within two years of the CIA's arrival, the Pakistan-Afghanistan borderland had become the biggest producer of heroin in the world, and the single biggest source of the heroin on American streets."

Many of the CIA mercenaries graduated to terrorist careers in Algeria, Chechnya, Kosovo, and Kashmir.

In 1994, the CIA financed an extremist faction in Afghanistan that wanted to impose strict Islamic fundamentalist law. Within a year, this Taliban faction seized control over most of the country. The US government paid the salary of all Taliban government officials until 1999, and continued to provide economic aid to them until 2001. Occupants of the White House never expressed concern about the plight of women in Afghanistan until October 2001, when it became part of the public justification for the American bombing which killed more than 3,000 Afghan civilians directly and unknown numbers through the indirect impacts of military attacks.

Iraq, a General Statement

Iraq's alleged failure to disarm its weapons of mass destruction was a false pretext for George W. Bush's conquest of Iraq. Bush wanted to install a new puppet regime that would serve the economic interests of transnational corporations.

The American war against Iraq that began in 1990-91 was not motivated by Iraq's invasion of Kuwait. On July 25, 1990, Saddam Hussein asked April Glaspie, the U.S. Ambassador to Iraq, if the U.S. had a position on Iraq's longstanding claim to Kuwait. She replied: "We have no opinion on Arab-Arab conflicts, like your border disagreement with Kuwait." Glaspie assured Hussein that the U.S. would not intervene militarily if Iraq invaded Kuwait. Iraq invaded Kuwait on August 1.

The first Bush Administration accused Saddam Hussein of using poison gas against his own people. However, the U.S. provided many of the raw materials and the plans for Iraq's chemical and biological weapons programs, presumably with the expectation that Iraq would use them against Iran. Saddam Hussein was a U.S. ally at the time The U.S. did not object when he used poison gas against Iran and allegedly against the Kurds. The U.S. encouraged Iraq to attack Iran, and provided weapons to both sides to sustain the Iran-Iraq war. The U.S. supported Hussein until 1989.

The first Bush administration killed more than 3,000 people in its illegal invasion of Panama in December, 1989 -- more than four times as many people as Saddam Hussein's forces killed in their illegal invasion and occupation of Kuwait prior to American military intervention in that conflict. The claim that the Persian Gulf War against Iraq was motivated by concern for international law is a lie.

Most of Iraq's biological and chemical weapons were disarmed before the United States (not Saddam Hussein) forced U.N. inspectors to withdraw from Iraq in 1998 prior to the U.S. unleashing a massive bombing attack against Iraq.

US Military Presence in Afghanistan

The United States must withdraw all of its troops from Afghanistan immediately.

The American conquest of Afghanistan was planned before the September 11th attacks. The original purpose of the planned U.S. conquest of Afghanistan was to secure the construction of an oil pipeline that was proposed by UNOCAL. The Guardian reported: "In 1998, Dick Cheney, now US vice-president but then chief executive of a major oil services company, remarked: 'I cannot think of a time when we have had a region emerge as suddenly to become as strategically significant as the Caspian. But the oil and gas there is worthless until it is moved. The only route which makes both political and economic sense is through Afghanistan.'"

The Bush Administration told the Taliban it could choose between "a carpet of gold or a carpet of bombs." In June 2001, the government of India publicly announced its support for the United States' planned invasion of Afghanistan. Niaz Naik, a former Pakistani Foreign Secretary, was informed by senior American officials in July that U.S. military action against Afghanistan would begin by the middle of October. President Bush was given detailed plans for a U.S. invasion of Afghanistan on September 9, 2001, two days before 9/11. He announced the attack on Afghanistan on October 7. On June 13, 2002, Hamid Karzai, a former UNOCAL consultant, became president of Afghhanistan. On December 27, 2002, he signed a deal for a natural gas pipeline rather than an oil pipeline. U.S. military bases were established along the proposed pipeline route.

The CIA also wanted to restore the opium trade that the Taliban had crushed. Historically, the CIA had held a controlling interest in both the heroin trade (supplied primarily by opium poppies from Afghanistan) and the cocaine trade, based primarily in Columbia.

Re-instituting the Draft

Defense, a General Statement

The biggest threat to our national security is our national security establishment. I support a social defense program training citizens in tactics of nonviolent resistance and noncooperation as part of a non-offensive defense system to protect our society not only against the possibility of outside threats, but also against the much more serious threat of government tyranny at home. An armed citizenry can also provide a "Second Amendment Defense" component of a non-offensive defense system.

Military, a General Statement

The U.S. military should be strictly limited to non-offensive territorial defense of the United States. All foreign military bases should be closed and all U.S. troops should be brought home to this country. The United States government should be permanently banned from participating in any foreign wars. All foreign military aid and international arms sales should be prohibited. Nuclear, biological and chemical weapons must be abolished. Depleted uranium weapons, land mines, fuel air explosives, cluster bombs, and other "conventional" weapons that are indiscriminate or are weapons of mass destruction should be abolished. Military service must be voluntary. The president of the United States has no legal authority to commit U.S. troops to combat without a formal declaration of war by Congress. Every act of military intervention committed by the United States since the end of World War Two has been a war crime by definition. Every living American president, past and present should be tried and convicted of war crimes.

The United States now has troops based in more than 150 countries around the world. More than 369,000 out of the United States' 1.4 million standing soldiers are stationed outside of the United States. As of January, 2008, the United States possessed an arsenal of about 5,400 nuclear warheads.

Defense and Military Budget

The U.S. military budget for Fiscal Year 2009 includes $965 billion for current military spending, and $484 billion for past military spending, including the military portion of interest on the national debt. Together, this is a total of $1,449 billion for the military budget, or 54 percent of current federal income tax funds. The Department of Defense budget is $653 billion. An estimated $200 billion more funding for the U.S. invasion and occupation of Iraq and Afghanistan is not included in the official DoD budget. Other military expenditures are dispersed amongst other departments, including Homeland Security, the Department of Energy, State Department, and NASA.(See www.warresisters.org/pages/piechart.htm for details.) The United States spends as much on current military expenditures as the countries with the next 15 highest military budgets combined. Twelve of those countries are U.S. allies. The current U.S. military budget should be cut by at least 90 percent immediately.

Taxes, a General Statement

The 16th Amendment to the U.S. Constitution was never legally ratified. There is no law requiring Americans to pay a federal income tax on their labor. The federal income tax should be abolished and replaced with a national "fair tax" (progressive national sales tax).

About 48 percent of the federal income tax revenue is now budgeted for past and present military costs plus the military portion of the national debt. This accounts for $1,398 billion in Fiscal Year 2011, including $721 billion for the misnamed "Department of Defense," $155 billion for the military portions of other departments, $123 billion for veterans benefits, and $399 billion for interest on the military portion of the national debt. As a candidate, I support cutting the military budget by at least 90 percent effective immediately, and restricting the military to non-offensive territorial defense of the United States.
