Medically Uninsured or Underinsured Tancredo: For the uninsured: as many as 25% of them are illegal aliens and should be deported or encouraged to leave. For citizens and legal residents who are employed by businesses which cannot afford coverage, I favor association health plans which band small businesses together to access lower cost insurance. For those out of work, state governments should be the primary source of relief, although I would not rule out federal incentives or limited subsidies to make sure families who have fallen on hard times are not without coverage.

Free Market Health Care Tancredo: Our nation's health care system should be based on free market principles, allowing an array of choices for families in choosing insurance plans, private contracting, portability, and visiting the doctors they choose. To this end, I am supportive of a annual flat tax credit to individuals and families to assist them in purchasing health insurance if their employers do not offer health coverage. I also support health savings accounts, which are savings accounts for individuals and families with high-deductible health plans to save, tax-free for the future of their health and the health of their loved ones.

Medicare Tancredo: The Medicare program has provided coverage for many seniors since its inception in the 1960s. However, the system is headed toward bankruptcy and is collapsing under the weight of regulations and inefficiencies. I voted against the Medicare Prescription Drug and Modernization Act last fall because it was the largest expansion in the history of a program already facing financial insolvency. This new law adds a prescription drug benefit to the Medicare system, which I support for those who truly need it, but not for those who don't. Unfortunately, the bill had no means testing to link the benefit to those who truly need it. The elderly person who drives a limousine will receive the same benefit as the millionaire who steps out of it.Congress added a prescription drug benefit to Medicare in 1988. But senior citizens forced lawmakers to repeal it a year later because retirees with prescription drug coverage from their former employers calculated that, under the Medicare program, they would pay more in premiums and receive less coverage. Our nation's seniors shouldn't have to choose between buying their groceries and buying their medications. I believe that in the end, Congress squandered an historic opportunity to enact true reform of the Medicare system, in which they could have provided the same degree of choice and access that Members of Congress have under the Federal Employees Health Benefit Plan (FEHBP). I will continue monitoring this issue as the effects of the new Medicare laws go into effect, and will continue fighting for seniors' access to quality health care.
